On Nov. 22, District 11 voters will settle their Charleston City Council race in a runoff between candidates Bill Moody and Laura Dukes Beck. Moody had the most votes of the three candidates in the race on Nov. 8, but he failed to earn the required simple majority (over one-half of the votes) to win the election.
2,109 people voted in the initial election in District 11, which includes much of West Ashley south of Savannah Highway as well as the northern and western edges of James Island. Moody led the pack with 915 votes (43.39 percent), followed by Beck with 657 votes (31.15 percent) and Andy Brack with 533 votes (25.27 percent). Four votes went to write-in candidates.
City Paper endorsed Beck on Nov. 2, praising her experience on Folly Beach Town Council, fiscal-conservative/social-liberal agenda, New Urbanist development ideals, and common-sense ideas for fixing traffic and tax problems. Moody is a retired accountant who spoke during his campaign about a perceived “anti-business bias” and criticized the way the city has handled flooding problems on the Septima P. Clark Expressway.
Moody was the clear winner in the funding race. On Oct. 24, in his pre-election filing with the State Ethics Commission, Moody reported that he had raised about $36,600 for the current election cycle and spent nearly $23,900 of it. Beck reported that she had raised $10,280 and spent just over $8,600 of it.
