The State Ethics Commission says it has fround probable cause to investigate an ethics complaint filed against South Carolina Treasurer Curtis Loftis over the 2011 hiring of an attorney who the AP calls “a long-time friend” and who went on to receive a $9 million payout as part of a settlement with the Bank of New York.
