After reports surfaced on Friday that Volvo may have passed on a Georgia site as it searched for a location for its first U.S. factory and S.C. power company Santee Cooper held an emergency meeting on Sunday to talk through an undisclosed economic development package, S.C. officials made the announcement official this morning.
