Why announce on Sept. 8 that 8,000 troops will be exiting Iraq (out of the 146,000 over there) by February?

Sorry, but you’re just not thinking like the creative folks at the Bush PR machine, who are hoping to see this news on the front page, instead of this:
The budget deficit will jump by $246 billion to $407 billion this year, the Congressional Budget Office estimates in a report released Tuesday.
Last year, the budget deficit was $161 billion.
The agency attributes the jump to “a substantial increase in spending and a halt in the growth of tax revenues.”
