Rail line operator CSX looked to have a monopoly on the planned State Port expansion in North Charleston, but a report late last week suggests Norfolk and Southern and ohters worried about a monopoly may have found their edge.

A local developer and a representative from CSX Transportation asked a legislative committee today to consider redrawing the port access road that will serve the shipping terminal under construction on the former Navy base.

They’re argument is that it would take trucks off the road, but the competition see it as a move backing them into a corner. And legislators are worried it would delay the project.

The more delays that crop up, the “further Charleston will fall behind the eight ball,” said Rep. Wallace Scarborough, who leads the House’s Roads and Bridges Committee. The state has already approved the funding for the road project. Moving the road farther east could also mean reopening the Corps of Engineers environmental impact study, which could add months to the process.
