COVID-19 updates: South Carolina health officials reported 647 new cases of the coronavirus on Wednesday, with 16 additional confirmed death.

With 4,459 tests on Wednesday, 14.5% came back positive.

As of 1:18 p.m. Nov. 4, via S.C. Department of Health and Environmental Control:
Confirmed cases in S.C.:  171,642 (+647)
Positive tests in Charleston County (total): 17,038 (+30)
Negative tests in S.C.: 1,815,026
Deaths in S.C. from COVID-19: 3,728 (+16)

Top Stories:
Dorchester County election workers are hand-counting more than 14,000 votes after a printing error. Dorchester was one of nine S.C. counties to use the West Columbia-based third-party vendor. Votes must be counted before 10 a.m. Friday when the election results have to be certified. Source: P&C

Charleston County voters rejected an affordable housing fund backed by a property tax increase on Tuesday. A second question that as dependent on passage of the first was also voted down. Source: ABC News 4, P&C
