MORNING HEADLINES  |   Senate Republicans got the 60 votes they needed Sunday night in Washington to end a Democratic filibuster with a deal that could reopen the federal government within days.  The proposal still has to get approval by the full Senate and House, but only needs majority votes, not a supermajority in the Senate caused by a filibuster.

While the deal does not extend Obamacare health care subsidies slated to expire soon – a major sticking point for Democrats – it would give wins to Dems in three areas. It would fully fund three appropriations bills, including full funding for the Supplemental Nutrition Assistance Program through Sept. 30, which will allow food benefits to flow again.  It would allow federal workers to get back to work.  And it would provide back pay for federal workers who had to work without pay during the 40-day shutdown, the longest in the nation’s history.  

Furthermore, it would give leverage to the Democrats to get a health care deal if another shutdown were threatened.
