In a fundraising e-mail to supporters Sunday, Sen. Tim Scott (R-S.C.) criticized the Patient Protection and Affordable Care Act because a large number of Americans do not have health insurance.

In other rhetorical-gymnastics news, expect city governments to defund fire departments because houses keep catching on fire.

Here’s the text of the e-mail:

Birthdays are supposed to be exciting and fun, but I don’t think anyone is celebrating today. Especially not President Obama and the Democrats.

Today marks the 4th anniversary of Obamacare, but unfortunately all they have to show for it is numerous delays, out of control costs, and 31 million people uninsured.

According to 2013 projections from the nonpartisan Congressional Budget Office, the ACA (“Obamacare”) will decrease the number of uninsured non-elderly people by 25 million over the course of 10 years, leaving 31 million uninsured in 2023.
