The State Ports Authority said delays in construction of a rail yard serving its container terminals will drive up costs. The projected increase, however, was not disclosed publicly during a March 24 meeting. State lawmakers included $200 million for the rail project in this fiscal year’s budget and are expected to OK the remaining $200 million in the next budget. An additional $150 million would be used for a barge system that would move cargo containers by water from the Wando Welch Terminal in Mount Pleasant to the rail yard in North Charleston.
