LAST WEEK’S MYSTERY, “Construction” shows a county building that’s been planned since 2014 and is still not finished. It’s the former Cooper River Memorial Library, which will has been renamed for North Charleston Mayor Keith Summey.

Longtime photo sleuth Allan Peel of San Antonio, Texas, shared how county voters passed a 2014 to fund a new library, but the opening has been put off again:

“Approved as part of a 2014 bond referendum, groundbreaking on the the new 20,000 square-foot facility was held on Monday, May 17, 2021, at the site of the former Cooper River Memorial Library. According to a March 26, 2021 article by Sam Spence from the Charleston City Paper here … “Originally slated as the final library project from the 2014 referendum, the new North Charleston branch was delayed further after the county’s bungled exit from the old naval hospital across the street was lumped in with planned county development nearby.” Also, from the minutes of the Charleston County Council’s Finance Committee Meeting of Jan 13, 2022, here, the revised planned occupancy date of August 2022 was still on track despite challenges associated with the dismantling of the Cooper River Memorial Library as well as construction industry impacts on material delays and labor shortages. However since that meeting, the timeline has shifted again to the first half of 2023. Finally, it is worth noting that the Charleston County Public Library admits that this timeline may continue to change as material and labor shortages persist.”
